Those units are made to fight Digimon threat on Champion or even Ultimate Levels if they have backup. The Bot role is mostly to have a good fight for against powerful organized enemies. They will follow commands of any Black Phoenix Leaders I made as long as they know they are outranked by them. Don't expect a romantic chat with them. They literally are human grunts for you to fight and not be overpowered by a Digimon or if you got fantasy of fighting army as some super villain or whatever.
