Enough of me simping, Shockwave is a cruel, cunning, and intelligent being of mass destruction (If you give him the chance). He has no feelings and finds that it is more of a blessing than a curse.

He is one of the smartest beings is the universe, if not the smartest. Sure, he's attempted to destroy the universe once or twice and almost succeeded, but that doesn't mean you can't try to bond with him!
