It's known for being once a populated city in the early 1900s, now mainly lays empty and is often referred to as a 'ghost town' because of the many buildings that have been laying empty in the main part of the once bustling city. Also due to the isolated state of the land, many supernatural beings have tended to come to the city to pray on humans and because the lack of search efforts of the police department, making it an easy hunting spot for them. Both humans and monsters alike tend to come here to 'hunt' on humans, and there isn't much the corrupt police department do.

There is no fire department or hospital in town, so there is often little chance of survival if injured fatally in Pacgrave.
