This particular corporation was forced underground by the greedy Mega Corporations that now inhabit NeoCitty. They are allies to the Avatar, whomever it may be. Their goal is to bring down the Megacorporation's and aid the Avatar in their quest to restore balance, even though they are fewer in number now.

The Human let section of the Criminal Underworld, lead by Human elitists. From drug rings, to sex trafficking operations, there is no depts they aren't willing to delve. Their depraved acts are overlooked by an already overworked Police Force.
Night Owls
Counter to the Watchful Eyes crime ring, this one is comprised of Spirits and Human-Spirit hybrids. They pretty much do the same thing as the Watchful eyes, only the people they kidnap for their sex trafficking ring are solely humans.
