Cato is the king of a powerful kingdom called Draedo, long before his reign his family merged their bloodline with dragons allowing the royal family of Draedo to shapeshift into dragons at will. He is referred to as a "Dragon Shifter", because of his dragon form. Although he can shift into a dragon, generally he chooses not to given his inexperience in combat and fear of accidentally hurting an ally.

Fun fact; both kingdoms are named after different perfumes I own and both evil faeries are characters from one of my fave childhood mangas.
