During a prison transport passing near Seattle, Fetch and various other Conduits managed to escape. She made her way to Seattle and began squatting at the abandoned "Golden Monarch" Theater. Since then, Fetch has been brutally executing drug dealers across Seattle, leaving their bodies as human effigies adorned with her Neon art. Unbeknownst to Fetch, her "escape" and that of the other Conduit prisoners was orchestrated and planned by the D.U.P. with the explicit purpose of generating anti-Conduit propaganda. Each time she brutally kills a dealer, it fuels anti-Conduit sentiment among humans—exactly as the D.U.P. intended.
