In a completely frozen world, people develop steam technology to withstand the devastating cold. The city captain must manage both the residents and the infrastructure in which the citizens live. A leader's tactical skills are challenged, often calling into question morality and the basic foundations of what we consider to be an orderly society. This is where optimization and resource management often collide with empathy and compassion. While managing the city and society consumes most of the Captain's time, at some point exploration of the outside world is necessary to understand its history and current state.
