Unbeknownst to Fetch, her "escape" and that of the other Conduit prisoners was orchestrated and planned by the D.U.P. with the explicit purpose of generating anti-Conduit propaganda. Each time she brutally kills a dealer, it fuels anti-Conduit sentiment among humans—exactly as the D.U.P. intended.
