She plays a minor role in Chapter 1, but becomes a major character in Chapter 2, where she temporarily joins the party during Cyber City. Noelle lives on the northwest side of Hometown with her mother, the Mayor, and her father, Rudy, who is currently in the hospital with an unnamed illness.
