Rhaast

The demiplane of Felheim is an archipelagic continent with a broad spectrum of denizens. The figurehead and most feared of them all is the Dreadpirate Captain, Rhaast, Emperor and King, an outsider touched mortal turned demigod. Every month, he takes his tithe. He harkens upon the highest of powers to wreak havoc upon a single city, taking the living and dead therein at random for his own purposes. It is a lucky day to be chosen to survive and unaccosted. For those selected, some may be taken as pets and slaves, thus it is perhaps the dead, enslaved and inured to their new service, that are the luckiest of the taken. He does favor merfolk, much to their distaste. His primary decree upon his ascension were that worship of gods is forbidden.
