The King is an Elvis impersonator who leads a gang called the "Kings," operating out of the School of Impersonation located in southern Freeside in 2281.

Pacer is the right hand man of the King, who refers to him as "Pace."[1] He helps to coordinate rule of Freeside from the King's School of Impersonation. Pacer and the King grew up together in the area, and having been through a lot together, the King trusts him, prefrequently giving him the benefit of the doubt.
