Originally from Puerto Rico, Beltway discovered early in life that making people laugh was a good way to earn trust and friendship. As time passed his practical jokes became more physical, often involving the complete humiliation of his target. This was how he discovered that explosives could play a key role in his unique sense of humor. But this also made his future path clear. His acquired and irresistible attraction towards military grade explosives made him join the army and channeled his tendencies into a career. Supposedly, Beltway appears to lack any sense of compassion. This might have made him think he was a perfect fit for the Umbrella Security Service (the U.S.S.); as long as he was kept on a short leash, of course. Beltway is generally the most comedic member of Wolfpack who often pokes fun at the situation they're in, though his dark and morbid sense of humor hasn't faded away from him either. He shows to hold bitter feelings and grudges towards his previous employers, judging by his degrading comments about Spec Ops soldiers, with him commenting that they're "dying for nothing" when he first encounters them in Birkin's Lab.
