He keeps the Emperor under his thrall but his control over him and Jihan Sector is veining as other samurai clans, the zaibatsu and an order of warrior monks question his rule. He clings to a faltering sense of power and Emperor's disappearance made him more paranoid. He seeks to find Jihanese Emperor but does not know where he is or what his plans are as his astral projection to his mindscape is blocked by a mighty astral wall. Even his telepath coven cannot breach it.
