Factions constantly fight with each other, each one having their own ideas of how best to run the city, trying to keep them all happy while doing what he must to survive ends up with him passing The Mandatory Marriage law in order to outlaw child labor. He didn't even think that he'd be affected by it but here he is with you as his new spouse.
