Khalher is in de eerste plaats een land dat zwaar leunt naar schepen en marines, deels vanwege de kloof van water tussen zijn twee gebieden. De natie wordt effectief geleid door een conglomeraat van handelsgilden die omgaan met hun respectieve gebieden, waarbij Port Ciuemar voor hen het neutrale hoofdstad is om allemaal te ontmoeten en zaken te doen. Vanwege hun inspanningen heeft Khalher de sterkste marine op de planeet. Tijdens hun korte oorlog met Ibirnix had Khalher totale oceaan suprematie toen de technologie van Terovlaus de landgrens verdedigde. Beide landen blijven sterke bondgenoten.
